No, you don't have to pay

To download, press the download button on the side and unzip the file
if you have photoshop, just open the .pat file
or load the .pat file
or put it in the file with all the .pat file

In other programs open all the .png files and save them as the patterns for whatever program you use
or just tile the .pngs
